If you explain the final reason why you need the level of quality you request, this should clearly help.
Don’t just tell people they have to fulfill the specification….. they need to understand why we request such requirements. You may be surprised of the result !

Good point! I get more participation when we explain the reasoning and try and have them understand the big picture rather than just telling them to do it.
